As Workers Comp Fraud Runs Wild at City Hall, New Rochelle City Manager Puckers Up

NEW ROCHELLE, NY (March 7, 2025) — As readers know, I’ve spent months trying to obtain various sets of public records from the City of New Rochelle, and the response has been such an ordeal that I believe it raises serious questions about compliance with New York’s Freedom of Information Law (FOIL).
To take but one example which is illustrative, I submitted a request on January 12, 2025, for all Certificates of Attestation of Exemption (CE-200s) filed with the city since January 1, 2021.
On February 12, I was told it would take “60 calendar days” to produce the records. It has been 55 calendar days since January 12, 2025, as of today, March 8, 2025. I have yet to receive a single CE-200 under this request and City Manager Will Melendez refused again yesterday to agree to produce any CE-200s even though my request was granted by the City Clerk on February 12.
