More Ethics Violations by Noam Bramson Come to Light

DUBLIN, IRELAND (September 4, 2024) — Over the past 18 months, Noam Bramson appears to have committed multiple violations of the New Rochelle Code of Ethics, including in his time as Mayor, and after becoming the Executive Director of Sustainable Westchester.

These violations only came to light through records I obtained through Freedom of Information requests produced in recent months by the City of New Rochelle.

As Mayor, Bramson personally participated in the City’s dealings with Sustainable Westchester at City Council discussions, voting (illegally) to approve resolutions benefiting Sustainable Westchester, in private meetings, in phone calls, Zoom meetings, and emails, as a member of the Sustainable Westchester Board of Directors, and as a member of the Sustainable Westchester Committee of Electeds.

After he left the employment of the City of New Rochelle on December 31, 2023, and began his employment with Sustainable Westchester the next day, Bramson had continued dealings with members of City Council, including the new Mayor, City staff, and that these dealings involved emails, phone calls, and in-person meetings at City Hall.

The apparent violations involved three distinct subsections of Section 94.02 Code of Ethics for officers and employees of the City of New Rochelle: 3(c) Representation before one's own agency; 3(d) Representation before any agency for a contingent fee; and 3(f) Future employment.

As I will detail below, all three sets of violations are misdemeanors under New York State law, and all involve Sustainable Westchester, a non-profit regulated by the New York State Attorney General’s Office, the Department of Public Services and the Internal Revenue Service.
