Washington Vocational Institute contracts between the New Rochelle Corporation for Local Development (“CLD”) and Kingdom Community Consultants, LLC (“KCC”) were illegal because all of them contained a modified No Discrimination clause in the boilerplate language found in typical municipal contracts.
