I have been raising questions about this very issue since last March. I was baffled as to how Mayor Yadira Ramos-Herbert hired a law firm when she is not authorized to do so and there was no Council approval for her to sign a contract. When I asked, I was given the run around — ignored, lied to, delayed, and now this.
