New York AG Tish James Excluded Key Evidence from Report on New Rochelle Police Shooting

There are several serious deficiencies in the New York Attorney General's Office of Special Investigation (“OSI”) Report on the Investigation into the Death of Jarrel Garris that raise questions about the integrity not of the investigation by local and state police, but the report prepared and published under and by Attorney General Tish James.
James fiddled the report.
- There are documents (full proffer agreements) described in a footnote on Page 8 as attached exhibits. The footnote states: “The full proffer agreements are attached as Exhibits 1, 2, and 3, to this report.” They were removed, so were not part of the report published on the OAG website.

- There is nothing whatsoever in the report about Garris’ extensive psychological and criminal history, and propensity for violence.
- There is nothing about the 48-hour period leading up to the shooting which resulted in his death.
- There is no mention of a laboratory analysis of DNA swabs, which is standard protocol in a case like what happened with Jarrel Garris.
I addressed some of these deficiencies in the past, so want to focus on just two: (1) the 48-hour period leading up to the shooting which resulted in his death; (2) laboratory analysis of DNA swabs.
